Elmar Maharram oglu Mammadyarov
Minister of Foreign Affairs
Elmar Maharram oglu Mammadyarov was born on the 2nd of July 1960 in Baku, Azerbaijan. He graduated from Kiev State University from International Relations and International Law. From 1989 until 1990 he has been an exchange scholar at Brown University at the Center for Foreign Polic Development. From 1992 until 1995 he served as a First Secretary for the Permanent Mission of the Republic of Azerbaijan to the UN in New York. From 2003 until 2004, he served as an Ambassador at the Embassy of the Republic of Azerbaijan to Italy. On 2nd of April, has was appointed a Minister of Foreign Affairs. He speaks English, Russian and Turkish.
Foreign policy priorities of Azerbaijan include, first of all, the restoration of its territorial integrity; elimination of the consequences of he loss of Nagorno-Karabakh. One of the foreign policy priorities of Azerbaijan is cooperation with the European Union. Strategic location of Azerbaijan at the crossroads of Europe and Asia explains strong interest of the European Union member-states in developing political and economic relations with Azerbaijan.
Since becoming a member state of the Council of Europe in January 2001, Azerbaijan has been actively cooperating with all working institutions of the Council of Europe. The Committee of Ministers is the Council of Europe’s decision-making body. It comprises the Foreign Affairs Ministers of all the member states, or their permanent diplomatic representatives in Strasbourg. It is considered to be the guardian of the Council of Europe’s fundamental values, as human rights, democracy and rule of law, and it monitors member states’ compliance with their undertakings.
