Biography

Delia Domingo Albert served as the Ambassador to Germany from 2005 to 2010. In 2003 Ms. Albert was appointed as Secretary of Foreign Affairs and she served as Undersecretary for International Economic Relations and as Philippine Senior Official for the Asia-Pacific Economic Cooperation. 

Academic Career

Delia Domingo Albert graduated from the University of the Philippines in International Relations. After that she studied at a number of institutions overseas including the Graduate Institute of International and Development Studies in Geneva and the Kennedy School of Government at Harvard University.

Political Career

In 1967 she started her career in the Department of Foreign Affairs as an Assistant in the Office of the Secretary of Foreign Affairs. Ms. Albert began serving in various capacities in Filipino diplomatic missions abroad from 1969 onwards. She served at the delegation to the United Nations Security Council as a Chairman in Geneva, Switzerland, and then at the embassy in Romania, which managed Filipino relations with Hungary and East Germany from 1980. In 1995 she worked in the Philippines at the Department of Foreign Affairs as a director general of the Association of Southeast Asian Nations. In 1995 she was named Ambassador to Australia, a position she held until 2002. Ms. Albert also served as Dean of the Diplomatic Corps in Australia in 2001. On 22 December 2003 she was appointed as Secretary of Foreign Affairs. 

Awards and Achievements 

Ms. Albert was awarded the Knights Commanders Cross of the Order of Merit with Star of the Federal Republic of Germany in 1992 for her efforts in promoting Philippine relations with Germany. From 2010 she has worked as a Senior Advisor at SGV Ernst & Young. In the home office she served as Director-General of the ASEAN National Secretariat of the Philippines. She has participated in various ASEAN meetings as well as ASEAN and APEC Summits. H.E. President Gloria Macapagal-Arroyo conferred on her the Order of Sikatuna, with the rank of Datu, for her exceptional and meritorious services to the Republic of the Philippines.
