Biography

Prof. Dr. Swapan Kumar Bala, has been the Managing Director and CEO of Dhaka Stock Exchange Ltd. (DSE) since 2013. Under his leadership, DSE is in the process of implementing a new automated trading system from NASDAQ OMX and Flextrade Systems as well as launching of same new capital market products. In addition, Dr. Bala is an associate member of Virtual Institute, UNCTAD and a life member of the Asiatic Society of Bangladesh.

Academic Career

Prof. Dr. Swapan Kumar obtained the Certificate in International Financial Reporting Standards in September 2008 from The Institute of Chartered Accountants in England and Wales (ICAEW), UK. Dr. Bala completed an M.Phil. on the Advanced Course on Economics and Quantitative Techniques from the BIDS, Dhaka and his Ph.D. on Value Added Taxation from University of Dhaka, Bangladesh in 2010.

Dr. Bala began his teaching career at Dhaka University as a Lecturer of Accounting in 1991 and became Professor in 2011. He frequently works as a guest-instructor of various public and private universities at undergraduate and post-graduate levels and also in the professional accounting institutes.

Career

Prof. Dr. Swapan Kumar was a member of the Cost Accounting & Auditing Standard Board constituted by the ICMAB with a view to developing and adopting Cost Accounting & Auditing Standards in Bangladesh.

Dr. Bala has worked with the National Board of Revenue, Bangladesh Bank, ICB Securities Trading Company Limited and the Bangladesh Institute of Capital Markets. He also collaborated as editor for ICMAB’s journal. Most recently, Dr. Bala participated in the International Institute for Securities Market Development, an intensive program of professional panels and workshops held at U.S. Securities and Exchange Commission in April 2014. He frequently works as a resource person on professional seminars, workshops and training sessions on taxation, financial and management accounting, and financial management. He worked as an Associate Editor (May 2005 to Dec. 2007) and also a member of the editorial board/journal committee (2001-2007) of The Cost and Management, the bi-monthly journal of the ICMAB.

Dr. Bala is a qualified professional Cost and Management Accountant and thus a Fellow Member (FCMA) of the Institute of Cost and Management Accountants of Bangladesh. He is also an Associate Member of Virtual Institute (Vi), UNCTAD, Geneva, Switzerland, a member of the Asiatic Society of Bangladesh, and a councilor in the National Council of the Institute of Cost and Management Accountants of Bangladesh (ICMAB). 

Publications

Furthermore, he has published 63 research articles, 9 research monographs, 8 books, 1 study manual, 39 seminar papers and 9 entries in Banglapedia. Until January 2011, he has authored or co-authored 56 research articles including 21 published in international journals. He has also eight research monographs, four books, one study manual and 24 seminar papers to his credit.
